       1、項目背景

       隨著社會的不斷進步和經濟的飛速發展，環保越來越受到世界各國的高度重視。在一些發達國家，食品包裝沒有用環保產品，不允許在超市銷售；沒有用環保餐飲用具的快餐單位，一經查獲，要取消營業資格。我國加入WTO，公布了綠色環保白皮書，向國際社會公開承諾我們對環保的責任，我國各級領導也紛紛批示，要盡快杜絕一次性泡沫塑料餐具的使用。使用降解淀粉餐具必將成為目前各種塑料食品包裝和一次性餐具用品的替代品，可見項目前景很好。據不完全統計，美國速食盒每年用量700億只，澳大利亞300多億只，我國列車使用速食盒每年達15億只，地方市場使用100億只以上，超市保鮮類用量達50億只。國際國內市場潛力巨大。

       2、建廠條件

       玉米和馬鈴薯是呂梁市的主要農產品之一，且加工轉化率很低，有著豐富的原料資源。建廠地點緊鄰水庫，水資源供應充足。距離國道不足1公里，可保證便捷的交通運輸。利用先進技術，生產淀粉降解餐具和食品包裝用具是一個高附加值的農產品加工環保型項目，可以得到各級政府的大力支持，將資源優勢轉化為經濟優勢，對當地區域經濟的發展和農民脫貧致富將具有深遠的歷史意義和重大的現實意義。

       3、投資估算

       項目總投資1000萬元人民幣，擬引進資金500萬元。

       4、建設期

       項目建設期為一年。

       5、效益分析

       根據市場調查和經濟分析，該項目產品全部出口，純利潤可達銷售價格的30%以上。

       1.Project Background:  With the constant development of the society and economy at full speed, environmental protection is paid more and more close attention by the countries all over the world. In some developed countries, unenvironmental food package is not allowed to sell in supermarkets; if they don't use environmental food package and beverage apparatus, if discovered their qualification of opening will be cancelled. With the China's entry of WTO, our government published the green white paper of environmental protection, and promised our responsibility for environmental protection publicly to the international community. The leaders at all levels of our country make comments and instructions one after another too and we should stop the use of the disposable foamed plastics tableware as soon as possible. The use of degradative starch tableware will become substitute of various kinds of plastic food packing and disposable tableware articles at present. It is obvious the market prospect is very good. According to incomplete statistics, hamper annual consumption 70 billion of hampering boxes are consumed in U.S.A., 30 billion in Australia, 1,500 million on the trains in our country, 10 billion pieces in local markets, 5 million for keeping freshness in supermarkets. So the product will be greatly needed in market at home and abroad.

       2.Construction Condition: The maize and potato are one of the main agricultural products in Luliang City, and it is very easy to process and convert. There are abundant raw materials resources locally and the plant is close to the reservoir, so the water resource is very rich. The transportation here is very convenient. Utilizing advanced technology, it is environmental protection project of highly added value to produce the starch degradative tableware and food packing apparatus from the farm products. It is easy to get the manpower support of the governments at all levels, turn the resource advantage into the economic advantage, and shake off poverty and set out on the road to prosperity. It will have a far-reaching historic significance.

       3.Investment Estimate: The total investment will be 10 million yuan of which 5 million yuan will be introduced.

       4.Construction period: one year

       5.Benefit Analysis: According to the market research and economic analysis, the product is all exported, and the pure profits can reach more than 30% of the selling price.
